1.招標(biāo)條件

****銀行（以下簡稱亞行）貸款**養(yǎng)老綜合服務(wù)體系建設(shè)PPP示范項(xiàng)目，擬利用貸款的一部分支付監(jiān)理服務(wù)的合格費(fèi)用，招投標(biāo)遵循亞行《采購導(dǎo)則》。招標(biāo)人為****，招標(biāo)代理機(jī)構(gòu)為****。現(xiàn)對該項(xiàng)目的施工監(jiān)理服務(wù)進(jìn)行公開招標(biāo)，相關(guān)采購意向公告如下。

2.項(xiàng)目概況與招標(biāo)范圍

本項(xiàng)目的建設(shè)地點(diǎn)為**市和**市，估算總投資為12.99億元，其中利用亞行貸款1億美元（折合人民幣約6.71億元），占項(xiàng)目總投資的51.67%；國內(nèi)配套資金約6.28億元，占項(xiàng)目總投資的48.33%。

本項(xiàng)目由五個子項(xiàng)目構(gòu)成（以最終實(shí)施為準(zhǔn)）。子項(xiàng)目一：****醫(yī)院石柱嶺醫(yī)養(yǎng)結(jié)合項(xiàng)目；子項(xiàng)目二：****福利院提升改造工程（一期）項(xiàng)目；子項(xiàng)目三：****養(yǎng)護(hù)院項(xiàng)目；子項(xiàng)目四：****養(yǎng)護(hù)院項(xiàng)目；子項(xiàng)目五（PPP子項(xiàng)目）：****養(yǎng)護(hù)院項(xiàng)目。

本次招標(biāo)為監(jiān)理服務(wù)招標(biāo)，將為以上五個子項(xiàng)目的所有土建合同包提供施工監(jiān)理。監(jiān)理服務(wù)期限：60個月。

3.資格要求

3.1 ****公司的資格要求

3.1.1應(yīng)來自合格國家/地區(qū)，具有獨(dú)立的法人資格，具有由中華人民****建設(shè)部頒發(fā)的工程監(jiān)理綜合資質(zhì)或房建工程施工監(jiān)理甲級資質(zhì)，具有良好的財務(wù)狀況和商業(yè)。國際公司應(yīng)具有承擔(dān)國內(nèi)施工監(jiān)理服務(wù)的資格和業(yè)績。

3.1.2應(yīng)具有大型建筑工程項(xiàng)目（不低于8萬平方米建筑面積）監(jiān)理的工作業(yè)績（以合同原件掃描件為準(zhǔn)。如提供的證據(jù)材料不能明確體現(xiàn)上述業(yè)績，則投標(biāo)單位需提供其它足以證明具有該業(yè)績的材料），具有國際金融組織融資項(xiàng)目或醫(yī)療、康養(yǎng)類公共建筑的監(jiān)理、項(xiàng)目管理、全過程工程咨詢類工作業(yè)績將優(yōu)先考慮。

3.1.3 聯(lián)合體投標(biāo)：允許以聯(lián)合體的形式投標(biāo)。

3.1.4應(yīng)提供證明其滿足監(jiān)理服務(wù)任務(wù)能力的文件，包括但不限于：

a. 單位名稱和營業(yè)執(zhí)照;

b. 聯(lián)系人及詳細(xì)信息(地址、電話、電子郵件地址);

c. 政府部門頒發(fā)的證書;

d. 公司簡介或手冊;

e. 組織結(jié)構(gòu)、人員配備和設(shè)施說明;

f. 一般項(xiàng)目經(jīng)驗(yàn)：在過去3年完成或正在進(jìn)行（以合同簽訂時間為準(zhǔn)）的項(xiàng)目列表，包括但不限于，合同金額和工作范圍（其中國際金融組織資助的合同金額和工作范圍，如有），由項(xiàng)目辦（PMO）或業(yè)主簽發(fā)的證書，****銀行經(jīng)理（TTL）的姓名和電子郵箱（如有），項(xiàng)目辦主任及業(yè)主負(fù)責(zé)人的姓名及手機(jī)號碼等；

g. 證明其勝任工作的能力和其他必要文件;

h. 授權(quán)委托書，聯(lián)合體或分包商的意向。

3.2 關(guān)鍵人員的最低資格要求

3.2.1 關(guān)鍵人員應(yīng)滿足下述條件：

（1）總監(jiān)理工程師：具有高級工程師職稱，應(yīng)取得國家注冊監(jiān)理工程師執(zhí)業(yè)資格;至少有擔(dān)任3年以上大型建筑工程項(xiàng)目總監(jiān)理工程師的工作經(jīng)驗(yàn)；承擔(dān)過國際金融組織（如：亞行、世行）貸款項(xiàng)目的工程合同監(jiān)理工作的將優(yōu)選考慮；熟悉亞行貸款項(xiàng)目的監(jiān)理、項(xiàng)目管理及全過程咨詢程序。

（2）駐地工程師：具有高級工程師職稱，應(yīng)取得國家注冊監(jiān)理工程師執(zhí)業(yè)資格，承擔(dān)過醫(yī)療/養(yǎng)老項(xiàng)目的監(jiān)理工作的將優(yōu)先考慮。

（3）監(jiān)理工程師：監(jiān)理工程師（造價/合同）應(yīng)取得國家注冊造價工程師執(zhí)業(yè)資格、國家注冊監(jiān)理工程師。監(jiān)理工程師（智能化工程/土建工程/裝修工程/電氣工程/暖通空調(diào)/給排水/安全）應(yīng)取得國家注冊監(jiān)理工程師執(zhí)業(yè)資格。

3.3 對有關(guān)環(huán)境和安全監(jiān)理的要求

需要檢查和監(jiān)督承包商在環(huán)境和安全方面的履行情況。因此，應(yīng)確保投入的關(guān)鍵專家具有足夠的資格和經(jīng)驗(yàn)，檢查和審核承包商有關(guān)環(huán)境、社會、安全和移民安置方面的履約情況。

應(yīng)在其建議書中提供一份聲明，闡述和聲明其投入的關(guān)鍵專家具備有關(guān)環(huán)境、社會、安全和移民安置方面的監(jiān)督和緩解問題能力，能完全滿足任務(wù)大綱中涉及的相關(guān)環(huán)境、社會及安全問題的各項(xiàng)要求。

Request for Expressions of Interest for LOAN-3819 PRC: Demonstration of Guangxi Elderly Care and Health Care Integration and Public-Private Partnership Project

GX-CS2:Construction Supervision

I. Conditions of the Bidding

LOAN-3819 PRC: Demonstration of Guangxi Elderly Care and Health Care Integration and Public-Private Partnership Project,it is planned to use part of the loan to pay the qualified fees of supervision services. The bidding and tendering shall follow the Procurement Regulations for ADB Borrowers. The Executing Agency is Guangxi Foreign Loan Projects Management Office, and the Tendering agency is CITIC International Tendering Co., LTD. The construction supervision service of the project is now open for bidding, and the relevant procurement intention is announced as follows.

II. Project Overview and Scope of Bidding

The construction site of the project is Nanning city and Hezhou City. The estimated total investment is 1.299 billion yuan, of which 100 million dollars(about 671 million yuan) was borrowed by ADB, accounting for 51.67% of the total investment. The domestic supporting fund is about 628 million yuan, accounting for 48.33% of the total project investment.

The project consists of five sub-projects (subject to final implementation). Sub-project 1: Nanning City Traditional Chinese Medical hospital - Shizhuling medical and elderly care facilities; Sub-project 2: Nanning City Social Welfare Institute upgrading (phase I); Sub-project 3: Hezhou City the First Elderly Care Institute; Sub-project 4: Hezhou City Second Elderly-care Institute; Sub-project 5 (PPP sub-project) : Hezhou City South China National Elderly Care Institute Project.

This bidding is for supervision service bidding, which will provide construction supervision for all civil engineering contract packages of the above five sub-projects. Supervision service period: 60 months.

III. Qualification Requirement

3.1 Qualification Requirements for the Consultant

3.1.1 The Consultant shall come from the eligible countries/regions and be an independent enterprise. Shall have Comprehensive or Grade-A Qualification Certificate of Construction Supervision for public and house building project issued by the Ministry of Housing and Urban-Rural Development of PRC to meet the mandatory norm of the construction supervision in the PRC. An international consulting company shall have the qualifications and achievements to undertake domestic construction supervision assignments.

3.1.2 The Consultant shall have construction supervision work performance for large-scale architecture engineering project (not less than 80,000 square meters of construction area) and performance proofs (scanned copies of contracts) are required to be provided. If the above-mentioned performance cannot be clearly reflected in proof materials provided, consultant shall provide other materials sufficient to prove the performance. Experience in construction supervision, project management, and/or whole process engineering consulting for international financial institution (IFI) financed project or for medical, elderly care public building civil engineering is preferable.

3.1.3 Bidding by a Joint-Venture: Consultants are allowed to bid in the form of a Joint Venture.

3.1.4 The Consultant shall provide necessary information and documents to demonstrate its capability and competency to the requirements of this consulting service, including but not limited to:

a. The Consultant’s legal name and business licenses;

b. The contact person and details (address, phone numbers, and email address);

c. Certificates issued by government authorities;

d. The Consultant’s general profile or brochures;

e. Description of the Consultant’s organization structure, staffing situation and facilities;

f. List of its experiences in completed or ongoing projects over the past 3 years, providing copy(ies) of signed contracts (which should reveal completed contract amount and assignment scope and specify the part financed by IFI, if any), performance certificates issued by the employer or the client (i.e., PMO or IA), name and email of Task Team Leader (TTL) from the IFI (if any), name and mobile phone number of PMO director and IA leader etc.;

g. Other documentation necessary to demonstrate the consultant’s capability and competency; and

h. Whereas applicable, Joint Venture Agreement (or a letter of intent to execute a JV agreement) and Subcontract (or a letter of intent).

3.2 Qualification Requirements for Key-personnel

3.2.1 Key personnel proposed by the Consultant shall meet the requirements as below:

(1) Chief supervision engineer (CSE): Shall have the Senior engineer title, shall be China national registered supervision engineer; Shall have at least 3 years’ work experience as chief supervision engineer of large-scale architecture engineering project; Work experience for a contract financed by an international financial institution, i.e., ADB or World Bank will be preferred; Familiar with construction supervision, project management, and whole process engineering consulting process.

(2) Resident Engineer (Rep of CSE):Shall have Senior engineer title, shall be China national registered supervision engineer, experience in medical / elderly care project supervision is preferred.

(3) Supervision engineer: Supervision engineer (Cost/Contract management) shall be China national registered cost engineer and China national registered supervision engineer；Supervision engineer (Intelligent engineering,Civil engineering,decoration engineering,electric engineering,ventilation and air-conditioning,water supply drainage, safety) shall be China national registered supervision engineer.

3.3 Requirements for Environmental, Social and Safeguard Supervision

The Consultant shall inspect and supervise contractor apos;s performance on environment and safety aspects and ensure that the key experts involved have sufficient qualifications and experience to inspect and audit the contractor apos;s compliance with environmental, social, safety and resettlement requirements.

The Consultant shall provide a statement in the proposal, elaborating that proposed key experts are capable to monitor and mitigate relevant issues related to environmental, social, safeguard and resettlement aspects and fully meet the requirements of clause 3.3 of the TOR.
