CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of ZHEJIANG LNG Phase III Project Terminal Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：**LNG三期項(xiàng)目位于**省**市**區(qū)郭巨街道穿山北公鵝咀地塊，西側(cè)為已運(yùn)營(yíng)的**LNG一期工程和二期工程項(xiàng)目。項(xiàng)目建設(shè)規(guī)模為600萬噸/年：其中氣態(tài)外輸450萬噸/年，液態(tài)外輸150萬噸/年，同步將**碼頭改造為L(zhǎng)NG專用碼頭。**6座27萬方LNG儲(chǔ)罐，其中LNG管道與**LNG一、二期****聯(lián)通，同時(shí)配套氣化設(shè)施、公輔設(shè)施等。

Project Summary：Project overview and financial nature: ZHEJIANG LNG Phase III Project Terminal Project is located in the Chuanshan North Gongezui plot of Guoju Street, Beilun District, Ningbo City, Zhejiang Province. To the west are the already operational Zhejiang LNG Phase I and Phase II projects. The construction scale of the project is 6 million tons/year: including 4.5 million tons/year for gas export and 1.5 million tons/year for liquid export, and the Guangming Terminal will be transformed into a dedicated LNG terminal simultaneously. Build 6 new 270000 square meter LNG storage tanks, with LNG pipelines connected to the reserved pipeline interfaces of Zhejiang LNG Phase I and Phase II projects, as well as supporting gasification facilities, public and auxiliary facilities, etc.

投標(biāo)人應(yīng)提供投標(biāo)產(chǎn)品制造商有效認(rèn)證證書復(fù)印件，證書認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績(jī)的制造商、此次投標(biāo)貨物的制造商一致。

The bidder shall provide copies of the type certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods.

A 投標(biāo)產(chǎn)品國(guó)內(nèi)制造商應(yīng)在投標(biāo)時(shí)提供TS 證書(特種設(shè)備生產(chǎn)許可證)和覆蓋投標(biāo)產(chǎn)品范圍【閥門類型（蝶閥）、溫度、口徑及磅級(jí)】的 TSX 證書(特種設(shè)備型式試驗(yàn)證書)。投標(biāo)產(chǎn)品國(guó)外制造商應(yīng)和國(guó)內(nèi)制造商同樣提供上述證明文件，如投標(biāo)人在投標(biāo)時(shí)無法提供國(guó)外制造商的TS證書，需在投標(biāo)時(shí)提供書面承諾函，承諾內(nèi)容為: 供貨前提供閥門原產(chǎn)地證明和 2024 年 5月 31 前提供 TS 證書 (特種設(shè)備生產(chǎn)許可證)，承諾函格式詳見附件17。

Domestic manufacturers should provide TS certificate (Special Equipment Production License) and TSX certificate (Special Equipment Type Test Certificate) covering the scope of bidding products (valve type (butterfly valve), temperature, caliber, and pound class) when bidding. Foreign manufacturers should provide the same supporting documents as domestic manufacturers. If the bidder is unable to provide the TS certificate of the foreign manufacturer during the bidding process, a written commitment letter must be provided during the bidding process. The commitment content is to provide a certificate of valve origin before supply and a TS certificate (special equipment production license) before May 31, 2024. The format of the commitment letter is detailed in Annex 17.

B 投標(biāo)人應(yīng)在投標(biāo)時(shí)提供閥門所需儲(chǔ)氣罐制造商的TS證書（壓力容器特種設(shè)備制造許可證）。

The bidder shall provide the TS certificate(Preesure Vesesl Special Equipment Manufacturing Licence) of the manufacturer of the required gas storage tank for the valve during the bidding process.

（3）業(yè)績(jī)要求Requirement for Bidder's reference:
2010年1月1日起至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)產(chǎn)品制造商應(yīng)具有中國(guó)境內(nèi)不少于2個(gè)LNG接收站或具有接收站性質(zhì)的（即滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范）調(diào)峰站項(xiàng)目(需提供滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范2.0.2液化天然氣接收站:對(duì)船運(yùn)液化天然氣進(jìn)行接收、儲(chǔ)存、氣化和外輸?shù)茸鳂I(yè)的場(chǎng)站要素的證明材料,****發(fā)改委、省級(jí)發(fā)改委、政府網(wǎng)站、項(xiàng)目業(yè)主官網(wǎng)等官方網(wǎng)站查詢，以加蓋公章的截圖形式提供）的低溫或超低溫蝶閥供貨業(yè)績(jī)（要求2個(gè)項(xiàng)目業(yè)績(jī)，同一項(xiàng)目提供多個(gè)合同視為一個(gè)業(yè)績(jī)）。且其中至少1個(gè)業(yè)績(jī)同時(shí)包括如下內(nèi)容：1）含有不少于 5 臺(tái)（套）16 寸及以上且磅級(jí)≥CL150的低溫或超低溫蝶閥，且 2）含有不少于 1 臺(tái) 32 寸及以上且磅級(jí)≥CL300 的低溫或超低溫蝶閥。

From January 1, 2010 to the bidding deadline (based on the date of contract signing), The bidding product manufacturer should have at least 2 LNG receiving station projects within China or peak shaving station projects with receiving station characteristics (i.e. meeting GB51156-2015 Liquefied Natural Gas Receiving Station Engineering Design Specification) (Proof materials that meet the requirements of GB51156-2015 Design Specification for Liquefied Natural Gas Terminal Engineering 2.0.2 Liquefied Natural Gas Terminal: The site elements for receiving, storing, gasifying, and exporting liquefied natural gas transported by ships must be provided. The proof materials can be found on official websites such as the National Development and Reform Commission, provincial-level Development and Reform Commission, government websites, and project owners' official websites, and provided in the form of screenshots stamped with official seals.) (Two project performances are required, and providing multiple contracts for the same project is considered one performance). And at least one of the performance includes the following content: ① The number of low or ultra-low butterfly valves shall not be less than 5 sets 16" and above and ≥ CL150 ; ② At least contains a 32" and above and ≥ CL300 low or ultra-low butterfly valve.

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：

1）銷售合同【或】銷售訂單【框架協(xié)議下的訂單（需提供主框架協(xié)議）】復(fù)印件（含相關(guān)技術(shù)附件）和

2）到貨驗(yàn)收材料。

投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、供貨數(shù)量、規(guī)格型號(hào)（口徑、磅級(jí)及結(jié)構(gòu)型式（頂裝/側(cè)頂裝））、到貨驗(yàn)收材料。如提供的是調(diào)峰站業(yè)績(jī)，投標(biāo)人還需提供調(diào)峰站（滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范2.0.2液化天然氣接收站：對(duì)船運(yùn)液化天然氣進(jìn)行接收、儲(chǔ)存、氣化和外輸?shù)茸鳂I(yè)的場(chǎng)站)要素的證明材料，****發(fā)改委、省級(jí)發(fā)改委、政府網(wǎng)站、項(xiàng)目業(yè)主官網(wǎng)等官方網(wǎng)站查詢，以加蓋公章的截圖形式提供。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績(jī)。本次投標(biāo)人提供的制造商業(yè)績(jī)結(jié)構(gòu)型式（頂裝/側(cè)頂裝）必須與投標(biāo)產(chǎn)品的結(jié)構(gòu)型式一致。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:

1) Copy of sales contract [or] sales order [orders under framework agreement (main framework agreement required)] (including relevant technical attachments) and

2) Acceptance materials upon arrival.

The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer's name, goods name, project name, supply quantity, specifications and models (caliber, weight level, and structural type (top mounted/side top mounted)), and acceptance materials upon arrival. If the performance of the peak shaving station is provided, the bidder also needs to provide proof materials for the elements of the peak shaving station (which meets the requirements of GB51156-2015 Design Specification for Liquefied Natural Gas Terminal Engineering 2.0.2 Liquefied Natural Gas Terminal: a station for receiving, storing, gasifying, and exporting liquefied natural gas transported by ships). The proof materials can be found on official websites such as the National Development and Reform Commission, provincial-level Development and Reform Commission, government websites, and project owner websites, Provide in the form of a screenshot stamped with the official seal. Failure to submit performance proof documents or failure to reflect the above information in the provided performance proof documents shall be deemed as invalid performance. The manufacturer's performance structural type (top mounted/side top mounted) provided by the bidder must be consistent with the structural type of the bidding product.

投標(biāo)人應(yīng)提供投標(biāo)產(chǎn)品制造商以下有效認(rèn)證證書復(fù)印件，所有證書認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績(jī)的制造商、此次投標(biāo)貨物的制造商一致。

The bidder shall provide copies of the type certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods.

①防火證書：投標(biāo)產(chǎn)品制造商應(yīng)具有國(guó)際或國(guó)內(nèi)認(rèn)證機(jī)構(gòu)頒發(fā)的覆蓋投標(biāo)產(chǎn)品范圍【閥門類型（蝶閥）、口徑及磅級(jí)】的 API607 或 API6FA 或 ISO10497 或BS EN12266或同等標(biāo)準(zhǔn)的防火證書，并附相應(yīng)的測(cè)試報(bào)告。

Fire safe certification：The manufacturer of the bidding product should have an API607 or API6FA or ISO10497 or BS EN12266 or equivalent fire prevention certificate issued by an international or domestic certification agency covering the scope of the bidding product [valve type (butterfly valve), caliber, and pound class], and attach the corresponding test report.

②低泄漏認(rèn)證證書：閥門必須具備可靠的外密封性能，應(yīng)至少達(dá)到 ISO 15848-1 的要求。投標(biāo)產(chǎn)品制造商應(yīng)具有能夠覆蓋本次招標(biāo)范圍【閥門類型（蝶閥）、溫度、口徑及磅級(jí)】的 ISO 15848 PART 1 證書，并附相應(yīng)的測(cè)試報(bào)告。

Low leakage certification certificate: Valves must have reliable external sealing performance and meet at least the requirements of ISO 15848-1. The bidding product manufacturer should have an ISO 15848 Part 1 certificate that can cover the scope of this bidding [valve type (butterfly valve), temperature, diameter, and pound class], and attach the corresponding test report.

③投標(biāo)產(chǎn)品制造商應(yīng)提供儀表數(shù)據(jù)表中有SIL等級(jí)的開關(guān)閥整體的SIL2及以上證書，或者分別提供閥體、執(zhí)行機(jī)構(gòu)、電磁閥的SIL2及以上證書，投標(biāo)時(shí)需確認(rèn)執(zhí)行機(jī)構(gòu)和電磁閥的品牌名單（一個(gè)或多個(gè)），每個(gè)品牌都要提供對(duì)應(yīng)的SIL證書，并保證所供產(chǎn)品的品牌與投標(biāo)名單一致。頒發(fā)SIL證書的認(rèn)證機(jī)構(gòu)應(yīng)是國(guó)家認(rèn)監(jiān)委認(rèn)可的認(rèn)證機(jī)構(gòu)或國(guó)際權(quán)威第三方機(jī)構(gòu)，如TUV、Exida、BV、DNV、SIRA等。

When bidding, it is necessary to ensure the brand list (one or more) of the actuator and solenoid valve, each brand must provide a corresponding SIL certificate and ensure that the brand of the supplied product is consistent with the bidding list. The certification body issuing the SIL certificate should be a certification body recognized by the National Certification and Accreditation Administration or an internationally authoritative third-party organization, such as TUV, Exida, BV, DNV, SIRA, etc.

④投標(biāo)產(chǎn)品制造商應(yīng)提供本安型閥門定位器、隔爆型電磁閥、隔爆型限位開關(guān)的中國(guó)國(guó)家授權(quán)防爆認(rèn)證機(jī)構(gòu)頒發(fā)的產(chǎn)品防爆合格證和CCC認(rèn)證證書，投標(biāo)時(shí)需確認(rèn)本安型閥門定位器、隔爆型電磁閥、隔爆型限位開關(guān)的品牌名單（一個(gè)或多個(gè)），每個(gè)品牌都要提供對(duì)應(yīng)的產(chǎn)品防爆合格證和CCC認(rèn)證證書，并保證所供產(chǎn)品的品牌與投標(biāo)名單一致。

The bidding product manufacturer shall provide the Intrinsically Safe Valve Positioner, explosion-proof qualification certificate and CCC certification certificate issued by the Chinese national authorized explosion-proof certification agency for explosion-proof solenoid valves and explosion-proof limit switches. When bidding, it is necessary to ensure the brand list (one or more) of Intrinsically Safe Valve Positioner, explosion-proof solenoid valves and explosion-proof limit switches, each brand must provide a corresponding CCC certification certificate and ensure that the brand of the supplied products is consistent with the bidding list.

For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB200.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.
